Catalytic Programme for Climate Smart and Nutrition Agriculture and Decent Jobs in Anosy, Madagascar

Context

Madagascar faces persistent food insecurity, degraded ecosystems, limited access to finance for rural producers, and fragmented governance structures. The Anosy region is among the most climate vulnerable areas, experiencing recurrent droughts, loss of biodiversity, and limited productive infrastructure. Despite multiple national programmes, efforts remain siloed. The Joint Programme introduces an integrated territorial model anchored by a new catalytic financing window within the Agricultural Development Fund (ADF), enabling climate smart, nutrition sensitive investments while strengthening regional governance and cooperative capacity.

  • Farmer organizations strengthened to design and manage investment plans in cassava, aquaculture, sweet potato, and other nutrition‑sensitive value chains.
  • Improved production, processing, and market access enabling resilient rural livelihoods and green job creation.

    • Business plans developed and financed for farmer organizations, including start‑ups and cooperatives.
    • Upgraded production and processing systems, climate‑smart practices, and strengthened cooperative governance.
