Cabinet Approves Horizon 2030 National Food Systems Pathway and Investment Plan Framework, Signalling Readiness to Mobilise USD 11.7 Million for Implementation

NADI | SUVA | ROME, 15 June 2026: In a landmark decision for Pacific food systems, Fiji's Cabinet has approved Horizon 2030 – Fiji's Pathway to a Safe, Resilient, Innovative Food System, the national framework that will guide the transformation of Fiji's food and agriculture sector from 2025 to 2030. In the same decision, Cabinet also endorsed the Fiji Food Systems Transformation Investment Plan Framework – a strategic financing roadmap with a total investment envelope of approximately FJD 26.5 million (USD 11.7 million), of which FJD 15.9 million (USD 7.0 million) is to be mobilised from external development, climate, and private sector finance sources.

By approving both the national pathway and the investment framework, Fiji has established a clear roadmap for food systems transformation and identified the investments needed to deliver it. This sends a strong signal to development partners, climate financiers, and the private sector that Fiji is ready for implementation.

A Roadmap for Resilience, Nutrition, and Inclusive Growth

Horizon 2030 sets out a clear agenda to strengthen food security and nutrition, build climate resilience, increase agricultural productivity, and expand value-adding opportunities across Fiji's food sector. Central to the Pathway is a commitment to inclusive growth – empowering farmers, women, youth, and rural communities through improved access to innovation, climate-smart practices, and markets.

Aligned with Fiji's national development priorities and its international commitments on sustainable development and climate action, the Pathway is designed to deliver long-term improvements in food security, public health, environmental sustainability, and economic resilience for all Fijians.

A Flagship Achievement of the UN Food Systems Coordination Hub's Asia-Pacific Engagement

The approval of Horizon 2030 and its Investment Plan Framework represents the culmination of a multi-year partnership between the Government of Fiji and the UN Food Systems Coordination Hub, hosted by FAO. Through its Convergence Initiative, the Hub has supported Fiji in integrating food systems transformation with climate action, aligning the Pathway with Fiji's Nationally Determined Contribution (NDC), National Adaptation Plan (NAP), and the country's biodiversity commitments under the Kunming-Montreal Global Biodiversity Framework (KMGBF).

The Hub also supported the design and costing of the investment framework, the formulation of the Convergence Action Blueprint (CAB) and the facilitation of national dialogues that brought together government ministries, civil society, the private sector, and international partners. Fiji has consistently been among the most advanced countries in the Hub's Asia-Pacific portfolio, serving as a model for how Pacific Island Countries can translate food systems ambition into structured, financeable national programmes.

Scaling Success: Accelerating Food Systems Transformation through a Scalable Success Model

Building on this milestone, the Hub, in partnership with FAO, is coordinating with the National Convenor to advancing the implementation of the programme “Accelerating Food Systems Transformation through a Scalable Success Model” (SSM). Funded by the European Union, the SSM is a USD 100,000 programme focused on the governance and value chain pillars of the Pathway, building on the priorities identified through a gaps analysis and stakeholder mapping exercise. A joint project launch is being explored in alignment with the forthcoming ministerial launch of Horizon 2030, expected in late June or early July 2026. The SSM model, once demonstrated in Fiji, is designed for replication across other Pacific Island Countries, contributing to a regional pipeline from dialogue to investment to implementation.
